Panama's Pensioned Tourist Program

Panama makes retirement in Panama unbelievably simple and attractive and the tax advantages for foreigners wishing to become residents make the deal almost too good to believe. Local taxes on foreign income are non-existent. You don't pay anything and there are loads of additional benefits for retirees, discounts on just about everything you can name.

The pensionado program requires that you be at least 18 years of age and have a documented pension income of US$500 per month, and US$100 additional for each dependant, from a government or private entity. You'll need to prove each year that the income is still arriving to the immigration department but the visa is granted without any time limit so long as that condition is met.

Additionally, the program allows you to import a car every 2 years without paying any duty, and it allows you a one-time importation of household goods worth up to US$10,000.

Anyone purchasing a home for more than $200,000 has the right to a residency visa. But those on the Pensionado Program also get discounts on Basic Utilities:

  • 25% off basic phone charges, monthly electric and even on the water bill
  • 50% off of closing costs for home loans
  • 50% off costs for passports
  • 30% off of train, bus and boat fares and 25% off on airplane tickets
  • 50% off of hotels during the week, 30% on weekends
  • 15% off hospital fees, if your insurance won't cover it
  • 20% off for medical consultations, professional or technical services
  • 15% off for optical & dental exams, and another 10% for prescription medication
  • 50% off on movies, concerts & theater tickets
  • 25% off at restaurants, though just 15% if it's fast food

We've never seen a discount list like this anywhere else and this list it not definitive. There are additional discounts. The only disadvantage to the Pensionado visa is that it does not allow you to acquire Panamanian nationality.
